CHIPS for America: Removing Barriers

This LibGuide is meant to walk interested parties through the CHIPS Act for America

Childcare

Applicants who request direct funding over $150 million must submit a place to provide their facility and construction workers with access to child care. The plan should consist was two important things: 

  • Affordable, accessible, reliable, and high quality care
    • Childcare should be in reach of low-medium income households. 
    • The center should be located in a convenient location and hours that meet the workers needs 
    • The center should provide a safe and healthy environment that families can trust 
  • Responsive to Workers' Needs 
    • CHIPS Program office encourages applicants to give access to a child care plan that works with community stakeholders (state and local) and local groups that are experts at administering childcare.

 

Project Labor Agreements

Construction Workforce Plan

  • Each applicant will submit a construction workforce plan that has detailed steps that the applicant and their partners will do to recruit, hire, train a diverse and skilled workforce. 
  • The plan will also need to include information about wages and project labor agreements

Prevailing Wage

  • To be consistent with the CHIPS and the Davis-Bacon Act all CHIPS funded projects must receive wages at rates not less than those are Similar projects

Project Labor Agreement

  • PLAs help secure the skilled and trained workforce required to complete a high quality project on schedule. In addition they encourage hiring locally. But they also support hiring vetrans, women, and people from disadvantaged communities
  • PLAs also include provisions on apprenticeship and pre-apprenticeship programs that will have workers "earn while they learn"
